Preheat the oven to 200 Celsius (400 Fahrenheit).
Thaw the Tilapia fillets according to the instructions on the package.
In the bottom of the baking dish, place the Tilapia fillets.
Cut each fish into 8 pieces and place them as "scales" on the fish.
Season with salt & pepper and drizzle with olive oil. Bake for 20 to 25 minutes.
Heat the pearled barley in the microwave for 30 seconds, adding a dab of butter beforehand.
In each plate, place 2 tablespoons of barley (or other starch). Using the spatula, place each filet on its bed of barley.
Sprinkle with basil leaves.
